Andrew studied for his Master of Engineering degree in Electrical and Information Sciences at Jesus College, before qualifying as a Chartered Engineer. He has served in the Foreign, Commonwealth and Development Office (FCDO) and other government departments for over 25 years.

Andrew has led development of new capabilities and investment in engineering infrastructure across a range of secure communication technologies. Often working in areas that require thought leadership and new ways of working, he has developed a reputation as an effective trouble-shooter and calm head in a crisis. Andrew has also been an early and enduring champion for equality, diversity and inclusion. 

After attachment to the Ministry of Defence helping establish the National Cyber Force, Andrew returned to the FCDO in 2020 and was appointed head of profession for engineering. He now leads development of strategy.

In 2025 Andrew was awarded the British Empire Medal for services to British Foreign Policy. His longstanding record of meritorious conduct included nine years of diligent leadership to rescue a not-for-profit childcare nursery from insolvency and restore it to a thriving asset serving staff at the FCDO Hanslope Park site.
